SENATE RESOLUTION 22

(By Senators Rose, Chapman, and Hart)

[Introduced January 28, 2026]

Honoring the life and legacy of Charlie Kirk and designating October 14 as “Charlie Kirk Day” in West Virginia.

Whereas, Charles James Kirk, known to the world as Charlie Kirk, was born on October 14, 1993, in Arlington Heights, Illinois, and dedicated his life to promoting conservative principles, free speech, and civic engagement among young Americans; and

Whereas, At the age of 18, Charlie Kirk co-founded Turning Point USA in 2012, transforming it from a modest campus initiative into a nationwide organization that empowered millions of students to champion liberty, limited government, and traditional values through education, activism, and dialogue; and

Whereas, Charlie Kirk became a prominent voice in American conservatism, hosting the widely syndicated "The Charlie Kirk Show," speaking at major events such as the Republican National Convention and the Conservative Political Action Conference, and inspiring a new generation to defend the American Dream, faith, family, and the foundational principles of our republic; and

Whereas, Tragically, Charlie Kirk was fatally shot on September 10, 2025, while courageously engaging in an open forum on free speech at Utah Valley University in Orem, Utah, at the age of 31, an act of senseless violence that shocked the nation and underscored the vital importance of the very ideals he fought to protect; and

Whereas, Charlie Kirk's unwavering commitment to open debate, his devout faith as a husband, father, and friend, and his belief that the power of ideas can ignite movements and foster national renewal left an indelible mark on West Virginia and the United States, where his message of hope, patriotism, and resilience continues to resonate with our citizens; and

Whereas, In recognition of his extraordinary contributions and to ensure his legacy endures, the United States Congress has passed resolutions designating October 14 as a National Day of Remembrance for Charlie Kirk, and states across the nation, including Tennessee, have followed suit by honoring his birthday; and

Whereas, The State of West Virginia, with its proud tradition of honoring patriots and defenders of freedom, joins in this tribute to celebrate the life of Charlie Kirk and to promote the values he held dear—values that strengthen our communities, schools, and families; and

Whereas, Designating October 14 as "Charlie Kirk Day" will serve as an annual reminder for West Virginians to reflect on the power of principled leadership, the defense of free expression, and the pursuit of a more united and virtuous society; therefore, be it

Resolved by the Senate:
